Both the DARK SKY ATLAS and the CLEAR SKY CHARTS are compared to the entire

Sky Quality Meter U.S. Database, and other SQM measurements.

See for yourself!   The DARK SKY ATLAS is twice as accurate as the the CLEAR SKY CHARTS!

2.

The chart below is part of the verification of the DARK SKY ATLAS computer model.  This chart compares measurements made along a 230 mile path from Philadelphia, PA, through southern New Jersey, and then onto the  Delmarva Peninsula and down through the Eastern Shore of Maryland.    The measurements made along this path  span nearly the entire range of sky brightness on the planet.

The Dotted Lines represent the measurements of the sky brightness + the measurement uncertainty band.   The uncertainty was determined directly empirically from repeatability measurements.

The Red Circles represent the DARK SKY ATLAS calculations associated with the measurements.

The Conclusion is that the DARK SKY ATLAS model is very accurate.   The model calculation errors can't be resolved because they are smaller than (within) the measurement uncertainty.
